Notice the clever way operators bypassed this interlock.  Just remove the key, replace the screws and insert the key into the home base.  Unless someone is looking close, this interlock looks like it is in place and functioning.  I moved the key away from the screws for the photo, but until I moved it, everything looked proper.

Can't see from photo what type of socket head is used but tamper proof type is best bet (although keys for tamperproof screws are available at most hardware stores.
Better solution is to use thru drilled holes (no thread)and fit self locking or double lock nuts & then tack weold a cover over the nuts inside the machine.

Alternatively sack the persons doing it.
