In order to protect the public from boiler and pressure vessel explosions, guidelines must be in place to ensure proper construction, installation, inspection, operation, maintenance, alterations, and repairs. However, these guidelines do little to protect the public unless they are mandated by law. In order to encourage the development of essential safety laws in jurisdictions that have no laws, rules, or regulations in the area of boiler and pressure vessel safety, the National Board published NB-131, Recommended Boiler and Pressure Vessel Safety Legislation, and NB-132, Recommended Administrative Boiler and Pressure Vessel Safety Rules and Regulations. These documents may be used as guidelines to update a jurisdiction’s existing requirements and also provide a VERY NICE summary of some basics for pressure vessel safety.
