Chlorine Institute pulls Pamphlet 74 – Guidance On Estimating the Area Affected By A Chlorine Release

Those of you that follow me on social media know that I updated all my profiles photos last week with a photo from the Final “Jack Rabbit” Report showing a 20-ton Chlorine Release from an overhead drone.  The image is UNREAL and after working with chlorine for over 25 years I was in awe of its power and sheer awesomeness.  With the last and final Jack Rabbit report, there has been a major shift by a Chlorine trade group regarding one of their “pamphlets” they provide to member companies.  This trade group is without a doubt one of the best and has done tremendous work to improve the safety of storage/handling/transport of Cl2 for over 90 years. 

After the Department of Homeland Security’s “Jack Rabbit” chlorine release tests, conducted in 2010 and 2015, the Chlorine Institute revised their Pamphlet 74 – Guidance On Estimating the Area Affected By A Chlorine Release in 2015 based on the data gleaned from these tests.  The new guidance utilized the Hazard Prediction and Assessment Capability (HPAC) model, developed and widely used by the U.S. Government, with the data and findings from the field trials to provide more accurate modeling results.  Well, it seems things have changed again with the issuing of the Final “Jack Rabbit” Report issued last month.  Now, in agreement with EPA’s Regulations Implementation Division, Office of Emergency Management, the Chlorine Institute has officially withdrawn it’s Pamphlet 74 and took the following actions:
