Contractor in a Chlorine Process – HAZCOM or PSM training and Fit-Testing needs? (OSHC)

This case involved a contractor working in a Chlor-Alkali Unit when there was a Cl2 leak.  Six of the contractors had to go to the hospital due to exposure to Cl2 due to their inability to evacuate up-wind.  There was a lot of factors in this case, but OSHA issued two citations:

  1. HAZCOM – as OSHA took issue with the “contractor safety training”, it was vacated
  2. Respirator Fit Testing – a contractor was late on their annual fit test, but the employee was in a role that did not require a respirator and one was not needed for the Cl2 incident, it too was vacated.

But this case does a nice job separating HAZCOM training from PSM Contractor Training and the explanation of their application.
