This is a classic. Details matter, contrary to what many want to claim about safety plans, programs, practices, and operating and maintenance procedures. The fact is, there MUST be a balance between details and length and complexity. Some jobs will need a 10-page procedure, and some will need a half-page. The idea that shorter is always better is a falsehood driven by laziness and lack of commitment to world-class safety. We have heard all the excuses about why an SOP is not even compliant, and when we are asked to review the revised SOP, we end up like this dad with his kids.
REMEMBER, variability is our enemy! Procedures, Programs, and Practices are intended to provide a single path to success in safety by reducing/eliminating variability in how jobs are done. Something as simple as making a Peanut butter and Jelly sandwich can have a tremendous amount of variability, as everyone was taught differently. There is not much risks in making a PB&J sandwich, but apply this example to entering a PRCS, performing energy isolation on a piece of equipment, emergency shutdown of a process, etc.
