Why does OSHA (and IFC and NFPA) require 1910.110(h)(6)(i)(h)

We don’t see this often, but the number of facilities that do not know of this fundamental OSHA/IFC/NFPA requirement for their fixed LPG storage tank(s) is sad.  How one defines “high water table or flood conditions” is open for discussion as no one has reallty DEFINED or QUANTIFIED the phrase as of yet.  The video below is most likely just a residential tank caught up in a flash flood.  But just imagine a tank 100X’s that size floating between the houses and emitting LPG gas as it goes.  The damage the tank can cause to structures and the damage the gas (especially of ignited) can cause as it travels down the flood waters.

1910.110(h)(6) Installation of storage containers

1910.110(h)(6)(i)(h) Where high water table or flood conditions may be encountered protection against container flotation shall be provided.
