I grew up in the process industries doing PSM/RMP; however, most of the air receivers at my plants were NOT associated with the PSM/RMP-covered process(es). And yet they were all in our MI program for routine inspections and testing of their PSVs. In fact, every pressure vessel in service on the plant site and its associated PSVs were managed the same way we managed our PSM/RMP pressure vessels. But this seems to be rare these days. I was recently involved in a catastrophic failure of a 62-year-old receiver that had never been inspected, nor had the PSV been inspected or replaced, and it was never managed by regularly draining oil/water. Luckily, it failed overnight when the facility was empty, or it could have easily claimed multiple lives. So let’s discuss what is needed to manage these air receivers, using 1910.169, API 510, and API 576.
