The introduction of Clause 7.14: Deferral of Inspection Repair Recommendation Due Dates in API 570 (2024) formalized the process for delaying required piping inspections and maintenance. Prior to this standardization, extending an inspection or repair date was often a loosely managed site-specific practice. This lack of rigor sometimes allowed equipment to run past its safe limits simply because a turnaround was delayed or production schedules were tight.
Clause 7.14 closes this loophole by mandating that deferrals are treated as formal, high-level engineering decisions rather than routine administrative scheduling shifts.
To defer an inspection or a recommended repair under the current API 570 code, a facility must execute a strict, documented procedure that includes the following elements:
- Documented Risk Assessment: The facility must conduct and record a formal risk analysis determining that operating the piping system beyond its due date will not compromise safety, environmental compliance, or mechanical integrity.
- Proactive Timing: The deferral process, including all risk assessments and required signatures, must be fully completed and documented prior to the original inspection due date. A due date cannot be retroactively deferred once it has already been missed.
- Mandatory Approvals: The deferral cannot be authorized by the operations department alone. It requires documented approval from a qualified piping engineer, the authorized API piping inspector, and appropriate owner/operator management.
- Temporary Extension: A deferral is a temporary, one-time extension, not a permanent change to the baseline inspection interval. Once the deferred inspection is finally completed, the subsequent inspection interval must be calculated from the original due date, not the newly deferred date.
By enforcing these steps, API 570 ensures that keeping a piping circuit in service past its recommended inspection date is a heavily vetted risk, justified by hard engineering data rather than production convenience.
