SAFTENG members can get an update to EPA’s Ammonia Refrigeration General Duty Clause (GDC) Pilot Project from Janet Bowen, EPA Region 1, presentation.  This program is slated to end on September, but ammonia refrigeration was chosen as one of the priority sectors for this GDC enforcement pilot.  Mrs. Bown provides us with nice updates on this pilot program and the problems EPA has encountered with the refrigeration industry.  She also gives us a behind the scenes look at how this GDC pilot is managed within the EPA…

General Duty Clause Pilot

Purpose: Improve compliance at GDC facilities without the need for inspections.

Steps:

  1. Identify facilities
  2. Send public notice
  3. Issue info. request to determine if the company has identified hazards (GDC Duty #1).
  4. If not, offer a $5,000 ESA, requiring the company to: 
    (a) conduct hazard review with expert help, and (b) meet with emergency responders
