Controlling hazards associated with mobile equipment around processes

Those who know me or have been following my rants for years know my love of Bollards and Jersey Barriers. These simple devices (e.g., PASSIVE engineering controls) can prevent a lot of contact between mobile equipment and process/equipment. But as shown in the image below, Aerial Devices such as JLGs can reach OVER safety barriers, often intentionally, to reach the area where the work needs to take place. This INCREASES risks substantially. In the event shown below, 1 worker was hospitalized after exposure to NH3. Keep in mind that these devices move slowly but also exhibit jerking motion. They carry quite a bit of energy that can break piping and instrumentation, leading to leaks of HHC/EHS. And once the LOPC event occurs, operating these lifts in such an environment can be difficult, near impossible without the proper PPE for such a release.
