Could 1910.504 become the standard for “Voluntary Use” of respirators?

OSHA titled the standard, “Mini Respiratory Protection Program“, but when we read it we see that it could very easily be applied to “voluntary use” NOT associated with COVID 19. So I ask, could this “emergency standard” become permanent and have 1910.134(c)(2) refer to this “standard”? OSHA has made it VERY clear that at this time, 1910.504 applies ONLY when 1910.502 COVID–19 Emergency Temporary Standard, Healthcare applies. But there is a lot of great info in this “emergency standard” as it relates to workers using their own respirators or when employers provide respirators. When we read the entire standard, the actual requirements can easily be applied to “dusk masks” used in non-medical applications.  Check it out and see if you agree.
