Do regulated facilities fare better after Hurricanes?

The US EPA has been providing hurricane response updates on a weekly basis and one small bit of data really stands out to me.  Last week I posted that over 950 storage vessels were captured after they broke away from their process; however, it should be noted that NONE of these vessels involved an RMP Covered Process.  EPA teams have assessed 285 fixed facilities in Puerto Rico and 91 in the USVI that are regulated under the Risk Management Plan (RMP), Facility Response Plan (FRP), or Spill Prevention, Control, and Countermeasure (SPCC) programs. EPA identified NO major spills or releases from these facilities.
