The requirement for pressure and leak testing on PSV vent piping depends entirely on whether the piping is classified as Boiler External Piping (BEP) or Non-Boiler External Piping (NBEP).
If the vent line is part of the BEP (directly attached to the boiler safety valves under the jurisdiction of ASME Section I), the testing requirements are strict:
- Hydrostatic Testing: Mandatory. ASME B31.1, in conjunction with Section I, requires BEP to be hydrostatically tested.
- Pressure Level: The test is typically conducted at 1.5 times the Maximum Allowable Working Pressure (MAWP) of the boiler.
- Witnessing: This test must be witnessed and signed off by an Authorized Inspector (AI) as part of completing the P-Data report.
For vent piping downstream of the boiler jurisdiction (e.g., on process headers), B31.1 offers more flexibility, but testing is still required.
- Hydrostatic Test: This is the “default” requirement under B31.1. It is usually performed at 1.5 times the design pressure.
- Pneumatic Test: If a hydro test is considered “undesirable” (e.g., due to the risk of water contamination or structural weight limits of the vent stack), B31.1 allows for a pneumatic test at 1.2 times the design pressure, provided specific safety precautions are met.
- Initial Service Leak Test: For piping that operates at very low pressures or is open to the atmosphere (which many PSV vents are), B31.1 may allow for an “Initial Service Leak Test.”
- This involves checking for leaks while the system is at its normal operating pressure during the first start-up.
- However, many jurisdictions and safety standards still require a formal pressure test prior to the first discharge event to ensure the integrity of the joints under the high-energy reaction forces of a steam release.
Even though a vent line is “open” at the end, it is not “zero pressure” during a relief event. When a steam PSV opens:
- Sonic Velocity: The steam often reaches sonic velocity at the discharge nozzle.
- Built-up Backpressure: Friction and the mass flow rate cause the pressure inside the vent pipe to rise significantly (often to 10–20% of the PSV set pressure).
- Reaction Forces: If a weld or joint fails under this pressure, the vent line can become a projectile or discharge high-pressure steam into areas where personnel may be present.
Note: Always check your specific state or local “Boiler and Pressure Vessel” laws, as many jurisdictions have legal requirements that are more stringent than the base B31.1 code regarding the witnessing of these tests.
