Inspection and Maintenance of Remote Emergency Shutoff Valves

We have discussed these safety-critical valves extensively here at SAFTENG. I am a huge proponent of these valves, and they are required by most State Fire Codes and RAGAGEPs. Yet, we still find far too many processes handling Highly Hazardous Chemicals/Extremely Hazardous Chemicals that are missing this critical safety feature. As we have also discussed, the UNLOADING of the HHC/EHS is by far the highest-risk activity at many facilities, so these safety-critical devices are badly needed to reduce these risks.

When we do find these devices in use, we often find that they are not being maintained per the manufacturer’s requirements. So let’s discuss the maintenance of these valves, using my favorite manufacturer… RegO.

Inspection and Maintenance

WARNING: The ESV and their control systems are mechanical devices and must be inspected, maintained and operated at regular intervals if they are to ensure protection of your facility.

Make all adjustments and repairs to the ESV or control system immediately upon discovery of any performance problem. This is only a suggested maintenance schedule for ESVs. These time periods are based on ideal conditions. However, the actual time periods may need to be reduced depending on the environment in which the valve is placed. Inspection and maintenance are very important. Failure to properly inspect and maintain ESVs could result in personal injury
and property damage.

Follow this routine checklist annually.

Since each ESV system is unique, the checklists are not all-inclusive. Therefore, add your individual installation requirements as needed.

  1. With the ESV OPEN, pull cable release to make sure the valve handle moves to the closed position (parallel to the piping). If pneumatic actuators are installed, release all air pressure to close the valve.
    CAUTION: Lever is spring loaded. Keep hands & fingers away from lever when closing.
  2. Check all remote release cables and pneumatic tubing and connections.
    • Be certain that all cables are properly installed and operating to allow operation from all remote locations.
    • Check pneumatic tubing for kinks or damage and check connections for leaks using a noncorrosive leak detection solution.
      • Correct any leaks immediately.
  3. Check that ALL ESV signs are visible and legible.
  4. Inspect the entire system for damage, wear, or corrosion, and repair or replace components as needed.
    • If corrosion is present, remove the corrosion, clean, and repaint.
    • Avoid painting over data plate that is secured to the valve body.
