The registration process for RMP*eSubmit Certifying Officials recently changed to use additional CDX registration features. The below changes went into effect on Friday, February 24, 2023. Please note that no immediate action is necessary unless one of your facilities has an upcoming anniversary date or need for a resubmission, correction or a first time submission.
Identity Proofing and Electronic Signature Agreement Process
RMP*eSubmit Certifying Officials are now required to identity proof and sign a standard CDX Electronic Signature Agreement (ESA) as part of CDX registration process. The CDX ESA is different than the facility ESAs previously generated within RMP*eSubmit, which are no longer required.
This change impacts new and some existing RMP*eSubmit Certifying Officials users. Some existing users may not be impacted if they’ve already completed the Existing Users process below or previously completed identity proofing and signed a standard CDX ESA for another program service that uses the same CDX organization as their RMP*eSubmit Certifying Official role. Existing Users
Existing users who have not verified their identity or without a standard CDX ESA will be prompted to complete identity verification and ESA when they access RMP*eSubmit. The one-time process can be initiated by logging into CDX and clicking on the “Certify Submission” role link. Users will be able to complete this process using one of the below methods:
Electronically – fastest method
- Verify identity using LexisNexis.
- If you pass verification, electronically sign the standard CDX ESA.
Paper process – This is required if you opt out of or fail the limited LexisNexis identity verification attempts
- Print the standard CDX ESA – the Status for the role will change to “Awaiting ESA Approval” on the MyCDX page.
- Sign the paper ESA with wet ink.
- Mail the ESA to the RMP Reporting Center (address located on the last page of the ESA).
- The RMP Reporting Center will verify ESA information and activate the role if appropriate.
Once the above electronic or paper process is complete, users will be able to access RMP*eSubmit.
New Users
New CDX users adding the Certifying Official role will be prompted to complete identity verification and ESA during the registration process. Please see the user guide or the steps above for verification options.
Adding Facilities
Within RMP*eSubmit, users are no longer required to print and sign an ESA for their RMP facilities. The new process is below:
- On the “Add Facilities” page, after entering new or existing facility information, when clicking the “Save” button, a popup will display indicating the facility request was sent. The facility will show up on the “Pending Facilities” page. Users will be able to view both new and existing facility requests on this page.
- The request will be automatically sent through the system to the RMP Reporting Center for their review.
- The Reporting Center will approve or reject the request.
- Certifying officials will be notified via email of the decision.
- If approved, the facility will show up on the “Approved Facilities” page.
