Seeing Static in action igniting flammable vapors (Graphic Video)

Another video has surfaced, showing what static electricity can do in the presence of flammable vapor. The video below actually catches the static discharging as the vessel does not appear to be grounded. This is another transfer gone bad. Open top container. It does appear the operator has the hose down inside the tank, but as he pulls it out, it does not appear he had the hose at the bottom of the container. Transfer need to be done via a DEADMAN Valve, so what we see in the video does NOT have to happen.

One thing that certainly played a role in this flash fire event is the fact that the METAL container is sitting on a push cart that appears to be covered in plastic wrap. These carts are usually equipped with plastic wheels. Between these two observable items, AND the fact that we can see the static looking for a “path to ground” tells me this transfer failed to provide a path to GROUND, and the rubber hose in contact with the metal container was NOT a bonding connection.
