This is really sad! What is really sad is that “elected officials” had no idea of their responsibilities as it relates to the safety of their community. The one thing that is missing from the report is the lack involvement by the State Emergency Response Commission (SERC). It is this commission, appointed by the governor of the state that is RESPONSIBLE for ensuring each country implements their LEPC and develops their community emergency response plan. I know TX has an SERC as most communities have EXTENSIVE response plans due to the chemical and refining industries in the state. I am shocked there was nothing in this county, but not knowing what industries are in the county it is NOT unusual to find a dysfunctional or non-existent LEPC in any state in this country!
