The Car Seal and LOTO programs serve very different needs and need to be managed separately to avoid any confusion. These two programs will collide one day in that a valve that is Car Sealed OPEN may need to be CLOSED and LOCKED CLOSED for some maintenance/servicing tasks. This is fully expected, and the CAR SEAL program should be able to manage this collision, as that is what it is intended to do.
