A storage tank containing anhydrous ammonia started to leak after it was struck by a tractor-trailer about 6:20 a.m. Monday a few miles west of West Liberty-Salem schools.  A semi-truck hauling floral products attempting to turn around at the anhydrous ammonia distribution site struck a large-capacity anhydrous ammonia storage tank, puncturing a supply line and causing a small leak.  The low-speed collision moved the tank approximately six inches, Macochee Joint Ambulance District personnel report. Look at how close these tanks are to a public school, which some news reports stated as being closed due to the accident.

1. The Facility Policy

The owners, management, and employees of XXXXXXXXXXXXXX are committed to the prevention of any accidental release of Anhydrous Ammonia. If an accidental release should occur, the facility is prepared to work with the various fire departments, or other authorities, to mitigate any release and minimize the impact of the release to people and the environment.

2. Facility Information

The primary activity at the facility is the storage and blending of fertilizers for sale to farmers

Anhydrous ammonia is received, stored, and distributed for direct application as fertilizer for crop production nutrients.

3. The Accidental Release Prevention Program

The facility has implemented the provisions of ASafety Requirements for the Storage and Handling of Anhydrous Ammonia, K-61.1A, published by The American National Standards, Inc., and the standards of the U.S. Occupational Safety and Health Administration (OSHA), 29 CFR 1910.111 AStorage and Handling Of Anhydrous AmmoniaA. The facility has also complied with the ARegulations For Storing and Handling Fertilizer Anhydrous AmmoniaA as regulated by the Ohio Department of Agriculture.

4. The Five-Year Accident History

There have been no accidental releases of anhydrous ammonia in the past five years.

5. The Emergency Response Program

The facility has:
– a written emergency action plan, in accordance with OSHA standard, 29 CFR 1910.38;
– provided state and local authorities the emergency planning and community right-to-know information as required under SARA Title III (EPCRA).
– A written emergency response program, in accordance with OSHA standard, 29 CFR 1910.120, including pre-emergency planning and employee training.

6. Planned Changes To Improve Safety

Safety improvement is an on-going process at the facility. Periodic evaluations are performed to assess the m
aintenance of safe conditions. There are no additional specific anhydrous ammonia safety recommendations for implementation at this time.
