I just got these today (5/23/11). There is not much info on them other than the incident that happened during another pneumatic (NOT hydro) pressure test. I do not yet know the pressures involved, $$$ of damage, injuries, etc. It appears to have occurred in China based on the letters on the buildings. A rail car was being steam cleaned to prepare it for some maintenance work. The job was still in progress at the end of the shift so the employee decided to block it in. Without vacuum relief the rail car cooled, the steam condensed and the rail car imploded.
