There is NO exception in either 1910.146 or 1926.1201-.1213 for NOT having a rescue plan for “permitted entries” into a PRCS.
There is an exception for the “Non-Entry rescue method,” BUT there is NOT one for having a rescue service readily available when the space being entered is a PRCS and the entry method is via an “entry permit” (i.e., Sections (d)-(k)
So, the entry supervisor can make the decision that somehow non-entry rescue increases the hazards to the entrants and/or would not aid in actually rescuing the entrant(s) from the space; thus, they can allow entry WITHOUT having non-entry rescue capabilities during the entry. But they do NOT have the ability to declare that “entry style” rescue is not necessary.
This is why .146(j)(4) and .1210(d) are in the roles and responsibilities of the entry supervisor and NOT in the rescue sections. If the entry is via an entry permit, rescue services are ALWAYS required.
