Integrated Safety Management System Core Functions

This is a new take, from DOE, on the core fundamentals of an SMS.  We can see the core within this new model, now called an Integrated Safety Management System (ISMS).  The five (5) core ISMS functions provide the necessary structure for all work that could potentially affect workers, the public, and the environment.

  1. Define the scope of work
  2. Hazards associated with the work are IDENTIFIED, ANALYZED, and CATEGORIZED.
  3. Develop and implement hazard controls
  4. Perform work within controls
  5. Provide feedback and continuous improvement

Here is a breakdown of these core functions.  Don’t worry; this is just an advancement of the SMS models that have been used for the past 50 years.  We are still IDENTIFYING hazards, ANALYZING those hazards, ASSESSING the RISKs those hazards pose, and REDUCING the risks using the Hierarchy of Controls.

  1. Define the scope of work
    • Missions are translated into work; EXPECTATIONS ARE SET, tasks are IDENTIFIED AND PRIORITIZED, and RESOURCES ARE ALLOCATED.
  2. Analyze the hazards
    • Hazards associated with the work are IDENTIFIED, ANALYZED, and CATEGORIZED.
  3. Develop and implement hazard controls
    • APPLICABLE SAFETY STANDARDS AND REQUIREMENTS are identified and agreed upon, CONTROLS TO PREVENT/MITIGATE HAZARDS are identified, the Layers of Protection are established, and controls are implemented.
  4. Perform work within controls
    • Readiness is confirmed, and work is performed safely.
  5. Provide feedback and continuous improvement
    • Feedback information on the adequacy of controls is gathered; opportunities for improving the definition and planning of work are identified and implemented.

These core functions are applied in a CONTINUOUS CYCLE with the DEGREE OF RIGOR appropriate to the work activity and the hazards involved.
